The N19 National Primary Road extends from M18 Junction 9 to Knockbeagh Point Roundabout, a distance of approximately 5km. The route provides access to Shannon International Airport and the Shannon Free Zone industrial area, and a northern access to Shannon Town.

The project is to provide a high-quality road improvement scheme on the N19 National Primary Road between Drumgeely Roundabout and Knockbeagh Point Roundabout on approach to Shannon International Airport in County Clare. The scheme is approximately 2.2 kilometres in length and currently comprises primarily of single carriageway cross section. The scheme interfaces at one end with the remaining section of the N19 which links to the M18 and at the other end with Shannon International Airport and the Shannon Free Zone Business Park.

The scheme design will incorporate dedicated bus lanes, footpaths and cycle paths. Junction layouts will be improved including the addition of dedicated lanes, public lighting and traffic lights. The scheme includes areas of soft ground and soil improvement measures.

FT Responsibilities

In October 2019 Fehily Timoney and Company Ltd. supported by Clandillon Civil Consulting Ltd. were appointed to carry out the development of the N19 Shannon Airport Access scheme through Phases 1 to 4 of the Transport Infrastructure Ireland (TII) Project Management Guidelines (TII PMG) (PE-PMG-02041) for Clare County Council.

Phases 1 to 4 include:

Phase 1 (Concept and Feasibility)
Phase 2 (Options Selection)
Phase 3 (Design and Environmental Evaluation)
Phase 4 (Statutory Processes)

Phases 1 through 3 are complete, with the team successfully completing comprehensive Option Selection and Project Appraisal processes, an Emerging Preferred Option and Preliminary Design. The Environmental Impact Assessment Report is in progress and will be delivered in 2024.

As part of this, FT undertook Management and Geotechnical Design to TII Managing Geotechnical Risk (DN-ERW-03083). Preparation of Statement of Intent, Preliminary Sources Study Report, Ground Investigation report and Geotechnical Design Report. Scope, procure manage and supervision of an intrusive ground investigation in soft ground (alluvium), including trial pits, boreholes rotary coreholes and CPT’s.

Geotechnical design of ground improvement comprising the use of band drains and surcharge with appropriate hold periods to remove long term settlement and to reduce the likelihood of differential settlement between new and existing sections of carriageway.
