The Packaging Regulations were introduced to facilitate Ireland in achieving it targets for packaging waste recovery and recycling, as set out in the EU Packaging Directive. FT designed and developed the course syllabus, which included training needs analysis, learning objectives, training courseware, and an evaluation scheme. The course comprised nine modules:

  1. Packaging and Packaging Supply Chain
  2. Legislative Requirements
  3. Irish Packaging Compliance and Essential Requirements
  4. Identifying Major Producers
  5. Compliance Options
  6. Inspection Procedures
  7. Reporting Requirements
  8. Calculation of Recovery and Recycling Targets
  9. Enforcement Action and Procedures.

The course was delivered using a series of lectures, exercises, facilitated discussions, and case studies. At the end of the training each participant completed a competency assessment to determine if they have retained the important points of the training course. The training course was delivered across Ireland by FT.

training2Development of Guidance, Procedures and Training on the Implementation of the Solid Fuel Regulations

The Solid Fuel Regulations prohibits the sale, distribution, marketing, and burning of bituminous or ‘smoky’ coal in urban areas with a population greater than 15,000.  FT developed the guidance document to provide an accessible ‘plain English’ interpretation of the main provisions of the regulations.

FT designed and developed the course syllabus, which included learning objectives, training courseware and a terminal assessment exam.  A pilot of the training course was delivered to determine the suitability of the training material.  The training course comprised the following modules:

  • Introduction and Legislative Overview
  • Solid Fuel Supply Chain
  • Legal Basis of Enforcement Actions
  • Implementation & Enforcement Strategies
  • Communications & Awareness
  • Practical Enforcement Case Studies

The course was delivered using a series of lectures, exercises, facilitated discussions and case studies.  At the end of the training each participant completed a competency assessment to determine if the participants have retained the important learning outcomes of the training course.

Upon completion of the pilot, participant feedback was summarised in a “Terminal Report on Training”.

FT delivered the course nationally to enforcement staff.  The course was very well received by local authority enforcement staff.

Client: Environmental Protection Agency (IRE)

The course provided participants with an overview of hazardous waste, including how to identify, handle, and store it.  Training was provided on the types of hazardous waste acceptable at waste management facilities and the precautions and controls to be employed by staff.  The course consisted of five modules:

  • What is Hazardous Waste?
  • Labelling/Packaging and Acceptance of Hazardous Waste
  • Storage of Hazardous Waste
  • Practical Demonstrations
  • Risk Assessment and Safety Management
  • Transport, Reporting and Record Keeping.

FT was responsible for:

  • Production of courseware
  • Arranging the training event
  • Recruiting course participants from the public and private sector
  • Arranging guest speakers from the Irish Health and Safety Authority (HSA)
  • Recording participant attendance and feedback
  • Administration of competency assessment.

FT delivered the one day training course at a number of waste facilities across the country.  At the end of the project, FT provided the client with a final report assessing the impact of the training on course participants.

FT’s role was to design, develop, and deliver a training program on water protection and nutrient management planning.  A summary of the tasks involved in the design of the program were:

  • Develop learning objectives as the foundation of the courseware
  • Trainee courseware (for course participants)
  • Develop tutor’s courseware (for trainers and assessors
  • Design assessment tests/evaluation
  • Pilot the training programme
  • Liaise with steering committee.

FT has updated, where appropriate, elements of the training programme, in line with new developments and changes in legal requirements.  FT has thus far delivered the training program to over 150 participants in the public and private sector.

  • Legal Structures of Business and Marketing the Business
  • Financing and the Home Based Business
  • Essential Elements & Development of the Business Plan

The course met with positive feedback with a number of the participants establishing their own businesses.  In addition to designing and delivering the course, a LinkedIn group was established to maintain the network of contacts.  Subsequent to the delivery of the training, and based on the positive feedback from the participants, the WCDP requested FT to design and deliver a number of networking events to build upon the success of the training program.
