Kerbside-CollectionProcurement of a Service Provider for the Dublin Regional Authority for Kerbside Collection of Dry recyclables

Key Facts: The procurement of a service provider for the fortnightly collection of co-mingled mixed dry recyclables from domestic and commercial customers in the greater Dublin region (c. 500,000 households).

The procurement procedure used was the Restricted Procedure.  A  Prior Indicative Notice (PIN) was published advising service providers of the regions intention to retender the service contract.

The first stage of the procurement process involved FT preparing a prequalification questionnaire to evaluate the financial standing, business probity and technical capacity of tenders.  In the second stage of the tendering process the Invitation to Tender (ITT) was issued to service providers who prequalified.  The ITT contained specifications on operational requirements under the following headings:

  • Collection Requirements
  • Material Recycling Facility (MRF) Operation
  • Marketing and Sale of Recyclables
  • Service Performance Indicators
  • Maintenance
  • Insurances
  • Operation and Reporting Requirements
  • Payments and Penalties
  • Awareness and Communication
  • Customer Service.

In addition to preparing the contract documents and administrating the tender process, FT prepared a number of reports for the Dublin Authorities to determine the options available and the costs associated with operating the service.

Collect-Recyclable-MaterialsProcurement of a Service Provider to Collect Recyclable Materials from a Network of Bring Sites and Recycling Centres in the South East Region

Key Facts: Two separate contracts were procured; one for the collection of glass, aluminium and beverage cans from 324 bring sites; the second for the collection of all materials from 13 household recycling centres operated by the local authorities.

South Tipperary County Council, on behalf of the six Local Authorities in the South East Region retained FT to advise on the appointment of suitably qualified service providers for the collection, bulking and marketing of recyclables from bring sites and recycling centres in the Region.  The decision to embark on shared services procurement was based on previous work carried out by FT which examined the operational efficiency and financial cost incurred by each council and the significant cost savings that could be made.

The procurement was conducted under the Restricted Procedure.  FT prepared the Official Journal of the European Union (OJEC) notices, the Expression of Interest Brief, developed the evaluation criteria and marking scheme, short-listed candidates, prepared the Invitation to Tender (ITT) and associated service schedules, prepared the tender evaluation scheme and report on tenders, and recommended the service provider to carry out both contracts.  FT assisted with the implementation of both contracts for 12 months post contract award.  The Councils achieved significant annual cost savings while maintaining service quality.

LincolnshireProcurement of Energy from Waste Facility – Lincolnshire, United Kingdom

Client:  Lincolnshire Council, England (LCC)

Key Facts:  LCC wished to procure a new Energy from Waste (EfW) thermal treatment plant to treat 150,000 tonnes of waste per year.  The EfW facility was procured as a Design Build Operate (DBO) contract by means of a Competitive Dialogue procurement process.

FT was part of a Joint Venture (JV) with Giffords & Rambøll, appointed by LCC as Technical Advisor for the procurement of a suitable contractor to design, build and operate the EfW Plant.  FT’s responsibilities included:

  • Assisting the Council in the selection of the Contractor utilising the Competitive Dialogue Procedure
  • Monitoring the design solution developed by the Contractor
  • Provide assurance that the proposed solution is sufficient to fulfil the Councils requirements
  • Monitoring the construction of the EfW facility by the Contractor and certifying payments
  • Supervising the commissioning of the EfW facility
  • Ensuring that the Contractor carries out its operational and maintenance obligations during the first two years after certification of the EfW facility.

In addition to providing a sustainable, safe and affordable waste treatment solution, the facility will generate 15 megawatts (MW) of green electricity for sale to National Grid.
