FT carried out a Phase 1 (desktop) assessment comprising a systematic assessment of potential sources of environmental liability associated with a property, and to identify recognised environmental conditions (RECs).  In this case Phase 2 (intrusive) assessment was required.

FT’s key responsibilities were as follows:

  • Phase 1 desktop assessment including a planning search, review of environmental monitoring data, non-hazardous and hazardous waste disposal records, complaints records, geology and hydrogeology of the area
  • Liaison with Regulatory Authorities
  • On-site assessment to identify recognisable environmental conditions (REC’s)
  • Reporting on the findings of the Phase 1 assessment
  • Phase 2 assessment including project managing the installation of trial pits and boreholes

FT completed an interpretive report outlining the findings of the environmental surveys and presentation of results. Our report identified potential liabilities with the properties and suggested environmental warranties in the sale agreement.

FT were tasked to ensure that statutory consents and compliance requirements were practical and financeable, and to identify any possible risks to the development imposed by the planning permission.

FT’s key responsibilities were as follows:

  • Review of all planning documentation based on governing planning policy
  • Review of commitments made at planning stage and conditions attached to statutory consent to determine that they were achievable and reasonable
  • Review of mitigation measures within the Environmental Impact Statement (EIS) and planning documents which could have technical or commercial implications for the proposed development
  • Review of existing environmental studies to ensure compliance with best practice
  • Review of geotechnical investigations
  • Construction suitability assessment
  • Assessment of civil or structural risks for construction
  • Identification of potential project improvements.

FT conducted a thorough review of the planning documentation including the EIS, and produced a detail assessment report based on our findings that outlined a number of critical recommendations for the vendor prior to purchase of the wind farm.

Key Facts:  A 400 hectare site with an annual intake of some 2.5 million tonnes of waste including municipal solid waste (MSW), construction and demolition (C&D), timber, tyres and hazardous waste.

In addition to the landfill, the facility also contains a 500,000 t/annum Material Recovery Facility (MRF), a 2,500 tonne per day C&D recycling facility, a tyre recovery facility (TRF) and a composting plant.

FT was appointed to act as the facilitator for the handover of operations from the previous operator (Emirates Environmental Technology) to Bee’ah The Sharjah Environmental Company.  FT provided an onsite team of engineers and scientists to supervise the handover from the existing operator to our client.  The key deliverable was the facility audit and synthesis report, which comprised:

  • Operational recommendations for all waste types
  • Preparation of gas prediction model for the municipal solid waste cells
  • Assessment of environmental impacts
  • Recommendation as to restoration and aftercare consideration
  • Review of traffic management
  • Review of financial model for the facility
  • Review of onsite health and safety
  • Compilation of appropriate international standards and guidance on best practice).

Our appointment was subsequently extended to provide operational support to Bee’ah as the new operator of the facility.

FT was appointed by a waste company which were considering the purchase of another company with a significant portfolio of waste facilities.  The audit extended to closed facilities that still carried environmental liability many years after closure.

FT’s key responsibilities were as follows:

  • Desktop studies of licensing and planning files at the relevant statutory departments
  • On-site inspections to develop an understanding of how the facilities were operated with particular emphasis on the performance of environmental control/protection infrastructure
  • Site assessment
  • Inspection of vendor’s records of complaints, objections, and non-compliances
  • Interim reporting to identify ‘deal-stoppers’
