Strategic Environmental Assessment (SEA) is a formal systematic evaluation of the likely significant environmental effects of implementing a plan or programme before a decision is made to adopt the plan or programme. The SEA Directive (2001/42/EC) is transposed into Irish Law through:
- S.I. No. 435 of 2004 – European Communities (Environmental Assessment of Certain Plans and Programmes) Regulation, 2007.
- S.I. No. 436 of 2004. Planning and Development (Strategic Environmental Assessment) Regulations, 2004.
We consider that the central goals of SEA are to protect the environment, integrate the environment into decision making and lead to better planning.
Services Provided
The FTC team comprises the vital mix of expertise necessary to conduct an evidence based SEA that will satisfy all necessary national and international requirements. The team recognises and deals with the mix of the scientific, social and technical elements that comprise SEA.
- Screening, scoping report and consultation with the statutory bodies and stakeholders
- Preparation of an Environmental Report
- Consultation with planners, the public and elected members
- Assessment and amendment to the Environmental Report based on submissions received for plan or programme during the public consultation process
- Preparation of a SEA Statement when the Plan or programme is adopted.
